A ticking time bomb - Older Peoples Housing (OPH) With the population of over 65s in many Local Authorities to increase by 40% or more, by 2040, housing ‘us’ is both a growing issue and massive opportunity. The Older People's Housing Taskforce launched by the Conservative Government in May 2023 were given a brief to “develop a viable and implementable approach for enhancing choice for older people in the housing market”. The report, published on Tuesday, 26 November recommends that the government needs to increase the delivery of OPH from 7,000 homes per year to 30,000-50,000 homes per year to meet the needs of an ageing population. Its recommendations included the government introducing “a planning policy presumption in favour of OPH”, pointing towards a proposed change to paragraph 63 of the National Planning Policy Framework (NPPF), which sets out that the housing needs for different groups in the community should be assessed and reflected in planning policies.
