30 children's home placements in England last year cost councils over £1 million. Each.  Total spend on unregistered children's home placements: £440 million in a single year. Source: Ofsted Annual Report 2024 to 2025.  Demand is so far ahead of supply that councils are paying emergency rates for placements in homes that are not even registered.
